There are two methods to determine the GHG emission, which are accounting method and continuous monitoring method. At present, the accounting method is widely used in national and pilots carbon market. However, continuous monitoring standard remains absent for GHG emission in China.
Since the management of addressing climate change has been transferred from National Development and Reform Commission to Ministry of Ecology and Environment in 2018, the research on co-monitoring and co-governance of pollutant and GHG is highly concerned. The co-monitoring technology of GHG and air pollutant is predicted to play an important role in national GHG monitoring system in the future.
The significances of continuous monitoring empirical research are:
- Further improve the construction of national GHG emission monitoring system;
- Promote relevant research on collaborative governance of GHG and air pollutant;
- Reflect leading role and demonstration effect of key industries in green and low carbon fields.
