Carbon Emissions Peaking
Regional carbon emissions peaking is the key to achieving national carbon emissions peaking targets
In the context of China entering the new normal economy, the formation of an inverse mechanism through the role of the green scale of carbon emissions peaking will help eliminate outdated production capacity, reduce production and operation costs, enhance the vitality of real economy, accelerate the conversion of growth momentum, and promote the formation of new economic growth point. From provincial, municipal and other regional levels, pushing forward carbon emissions peaking is not only an effective way to support and ensure the completion of the national carbon peaking target and the effective implementation of the "13th Five-Year Plan for Greenhouse Gas Emission Control", but also provides useful reference for other regions and cities' carbon peaking work and green and low-carbon development. In June 2015, China submitted to the United Nations "Strengthening Actions against Climate Change-China's Nationally Determined Contributions"
Carbon peaking target: to ensure carbon dioxide emissions will peak around 2030 and strive to peak as soon as possible.
Carbon intensity target: to ensure carbon dioxide emissions per unit of GDP will be reduced by 60%-65% compared to 2005.
"The 13th Five-Year Plan for Greenhouse Gas Emission Control"
Overall goal: By 2020, carbon dioxide emissions per unit of GDP will be reduced by 18% compared to 2015, and total carbon emissions will be effectively controlled.
Regional and industrial targets: carbon emissions intensity reduction targets of all provinces, municipalities and autonomous regions; promote some regions to peak first.
"Outline of the Thirteenth Five-Year Plan for National Economic and Social Development" in March 2016
By 2020, effectively control the carbon emissions of key industries such as power, steel, building materials, and chemicals, and promote low-carbon development in key areas such as industry, energy, construction, and transportation; support optimized development areas to achieve carbon emissions peaking; deepen various low-carbon pilots work, and implement measures such as near-zero carbon emission zones demonstration projects.
"19th National Congress" report in October 2017
Strive to cultivate green and low-carbon new growth points and new driving forces, establish a sound economic system for green and low-carbon circular development, accelerate the construction of a clean, low-carbon, safe and efficient energy system, and actively promote a green and low-carbon lifestyle.
At present, the problem of extensive development of cities and regions in our country is common, and the task of structural adjustment and upgrading and low-carbon development transformation under the constraints of resources and environment will be more difficult. Taking the promotion of regional carbon emissions peaking as a starting point can optimize the layout of regional infrastructure and productivity, effectively guide the development of new industries and the progress of energy-saving technologies, reshape urban energy production and consumption patterns, and promote the construction of a modern city with a beautiful environment and a harmonious and livable environment.
Our Service
Promoting the peak of carbon emissions is not to restrict development, but to fundamentally change the development mode, turn to green and low-carbon development, and achieve a win-win situation between economic development and climate change. By measuring the carbon emissions peak in the region and analyzing the key factors of peaking, we can provide a basis for formulating the peaking path and roadmap, help provinces and cities to successfully complete the national work deployment, realize the low-carbon transformation of industries, energy, and cities in the region, and provide reliable data support for effectively controlling the total amount of carbon emissions and reaching the peak as soon as possible. SinoCarbon has a wealth of performance and can help the authority to formulate a peaking path and policy recommendations. Our Performance
As a core think tank in the field of national carbon market and climate change issues, SinoCarbon is committed to becoming a leading domestic green and low-carbon comprehensive service provider, and promoting China's green development and ecological civilization construction through innovative practices. SinoCarbon has a strong background in energy, environment and financial industries, and has a green and low-carbon innovation team of nearly 200 people, with experience in carbon emissions peaking research and peaking implementation effect evaluation in dozens of provinces and cities, as well as greenhouse gas emission inventories for dozens of provinces, cities, and counties. It has a structural and extensive database of regional energy, carbon emissions, and low-carbon technology, and has formed a set of methodology for carbon emission peak research.
Regional carbon peaking research: conducted carbon peaking research in Yunnan, Qinghai, Tianjin and other provinces and cities
Regional low-carbon development strategy: carried out the implementation plan of many low-carbon pilot cities such as Wuhai, Sanya and Yuxi, regional low-carbon development plan, near-zero carbon neutrality, peaking implementation effect evaluation research, and Informatization product embedding.
